15 Minutes With Sue Schauls

Auto recyclers in Iowa are on a mission. They're working to separate professional auto recyclers from hobbyists with one requirement: all members of the Iowa Automotive Recyclers association (IAR, IowaAutoRecyclers.com) become certified through the Iowa - Certified Automotive Recyclers Environmental (I-CARE) Program. Sue Schauls is the IAR executive director, owner of Sue Schauls Consulting (SueSchauls.com) in Waterloo, Iowa and developer of the I-CARE Program.

What is the I-CARE Program and why did Iowa create it? I-CARE is a practical, hands-on program that helps auto recyclers meet safety and environmental requirements. It doesn't just narrate what has to be done; it includes monthly training and a manageable checklist of items to address. I made it simple to comply, with plain language and fact sheets. I walk auto recyclers through every single regulation.

Where did the idea for the I-CARE Program come from? I was working at the Iowa Waste Reduction Center at the University of Northern Iowa (UNI.edu) conducting on-site audits at businesses. Because of my family's connection to the salvage industry - my parents and brother own a used vehicle dealership, which depends on used parts for repairs - auto recyclers were one of my focus groups. I realized many of the auto recyclers struggled with environmental and safety requirements. It wasn't unusual to find a 0 percent implementation rate. I wrote 90-page audits for them and the next year nothing was implemented. I needed to find out how to get these facilities to take action. That was the beginning of I-CARE.

How did you go about writing the program and determining the details of the plan? I spent two years developing the tools to help auto recyclers comply with environmental and safety regulations. Then I looked at what was missing from the facilities I audited, and addressed each of the requirements in detail.

Did any other programs influence the I-CARE Program? The ARA (A-R-A.org) Certified Auto Recycler (CAR) program and the Florida Certified Green Yard program did.

What benefits does the I-CARE Program provide auto recyclers? It gives them peace of mind that they are complying with the law. It communicates their professional status. But the true value is in the process that helps them examine their business.

The association's goal was to have all IAR members certified by the end of 2011. How close are you to meeting that goal? We're down to the last 25 percent. Most of those remaining have visits scheduled by the end of the year.

Explain the connection between the I-CARE Program and ARA's CAR program. I wrote I-CARE to correlate exactly with the ARA CAR program. It is an affiliate program, which is state-specific. I-CARE auto recyclers also qualify for CAR. They just need to be an ARA member and send an I-CARE letter from me with their payment of $50 to ARA.

What's the next step for IAR members and certification? From here, we'll go outside the membership and encourage certification by every Iowa auto recycler.
