ASA Interviews NCWM Chairman On Motor Oil Regulations

Members of the Automotive Service Association’s (ASA) Washington, D.C. office, recently interviewed Ron Hayes, chairman of the Fuels and Lubricants Subcommittee of the National Conference of Weights and Measures (NCWM), which developed the proposed Uniform Regulation for the Method of Sale of Commodities. The Uniform Regulation proposal for states mandates that repair shop invoices have motor oil viscosity information printed on the invoice.

The interview consisted of questions about the NCWM and its role in public policy making, the background for the recent regulations and the specific requirements for repair shops.

For example, Hayes said the proposed regulations would require oil change facilities and repair shops to disclose the engine oil brand name, SAE viscosity and API service category or categories on invoice or customer receipts. The retailer must have labels on all containers, including bulk storage tanks, with the same information. And, oil suppliers must provide the information on delivery tickets to the retailer.
